Community Cooling Centers Need Evening Hours

A city may announce that a cooling center is open during a heat wave, but the details matter. If the center closes at 5 p.m., residents can lose access just as apartments begin releasing heat stored during the day. For people without reliable air conditioning, the evening may be the most uncomfortable part of the entire heat cycle.

Cooling centers are usually placed in libraries, community halls, senior centers, or other public buildings. Using existing facilities keeps costs manageable, but normal office hours do not always match the timing of extreme heat.

Cities should examine local temperature patterns rather than assume that the afternoon is the only dangerous period. Dense neighborhoods with concrete buildings can remain hot late into the night. Older adults, outdoor workers returning home, and families in poorly ventilated housing may need relief after conventional public services have closed.

Extending every location until midnight may not be practical. A smaller network of evening centers could remain open later, with clear transportation information and security. Cities can rotate facilities or partner with organizations already operating during evening hours.

Transportation is part of access. A cooling center several kilometers away is not useful to someone who must walk there in high heat. Public notices should include bus routes, accessibility information, drinking-water availability, and whether pets or personal medical equipment can be accommodated.

Staffing should also match the purpose. Workers need basic guidance on heat illness, emergency procedures, and how to assist people who appear confused or weak. The center should provide a safe place to cool down, not function as an informal medical clinic.

Extreme heat is increasingly treated as a public safety issue, and the response needs to reflect when people actually experience it. A cooling center that closes before homes cool down may solve only part of the problem. Evening hours can make a simple public service much more responsive to the realities of a hot city.
